Add Ground Targeting for Arcane Tempest

Allow Arcane Tempest to use a projected ground targeting indicator. Press once to display the placement reticle and again to cast at the selected location. As an alternative, add an optional modifier or alternate keybind to instantly cast at the player's feet for faster gameplay.
