Alex Heights gear is too low level

By the time you reach Alex Heights in the quest chain in Amberwood, you've far surpassed the level requirement of his gear. I reached his first quest around level 22, with only minor mob grinding, so probably a natural encounter of level 20-21. He offers level 6 gear, players will already have passed the Ember Guardian encampment several times at this point, and likely acquired some level 18 gear from there.
