Drag and drop from spell book to Action bar do not work

The drag and drop from spell book to action bar do not work. You have to click on the spell and then you can move it to your action bar and reclick which is a bit counter intuitive.However in the action bar itself the drag and drop works just fine to move spells to different key bidings.
